A strong proposal that strengthens the connection between Jews around the world and Israel:

1. Will be new (not already existing), original, innovative, and even surprising;
2. Will be valuable, useful, implementable, enduring, and one that strengthens the connection among Jews;
3. Will reflect a deep understanding of the challenges and importance of Jewish peoplehood;
4. Will highlight and advance the values of reciprocity, mutual responsibility, and respect for multiple expressions of Jewish identity;
5. Will be well thought out with a reasonable budget, attainable measures of success, and specific milestones.
